Planning & Development Department is a key department responsible for Plan and scheme formulation and supports the finance department in the annual budget preparation process. Thus, Planning and development department is one of the key custodians of the budgetary process and plan formulation in the state. It is the nodal department for coordination with NITI Aayog at the central level. The department has some key constituents such as, State Planning Board, Directorate of Economics and Statistics, Centre for Fiscal Studies, 20-points programme which provide the broad vision of the various developmental activities to be taken at the state and district level. At the district level, the offices of District Planning Units, District Statistical Offices are also functioning under the administrative control of Planning & Development Department. Some key functions of the department include: ⚫ formulation of annual plans, ⚫ preparation of Outcome Budget, ⚫ Finaliztion and allocation of department wise financial outlay, ⚫ Approval on the proposals received from various department by meetings of Pradhikrit Samiti • Sustainable Development Goals (SDG) planning and monitoring, • Preparation of Economic Survey ⚫ Monitoring of the physical & financial progresses of various schemes. ⚫ Various other important functions. In addition to the above works, the department also gathers various socio-economic statistical data through Directorate of Economics and Statistics and publishes it in the forms of handbooks and other annual reports. The department is preparing Outcome budget of 13 key departments (Agriculture, Animal Husbandry and Co-operative Department; Drinking water and Sanitation department; Food, Public Distribution and Consumer Affair department; Forest, Environment and Climate Change department; Health, Medical Education and Family Welfare Department Higher and Technical Education department; Rural Development Department; Rural 2 of 3ment: Panchayati Raj Department, School Education and Literacy Department; Urban Development and Housing Department; Women, Child Development and Social Security Department and ST/SC/BC and Minority Welfare Department) which focused on linkages of outlays with physical output and outcome of the schemes.
